I'm not saying filler in the sense non-canon. I'm saying filler in the sense that it's not a that important part of the story, because it really isn't as important as the events of the manga or BoG. Dragon Ball is a money maker, so they always end up having profit, be it on Japan or worldwide.
Last One Piece movies seem to get higher budget and they are filler too.

But prior to BoG, the Pilaf gang used one wish off-screen to make them young, they should still have two remaining and they (apparently) didn't wish anything. So that's why he's saying it's a plot hole. I don't think it is, because knowing how dumb the trio is, they could have just told Shenlong to buzz off. And Dende can modify the number of wishes at will, as well.
ROF was the first time they didn't screw up and end up happy.

Okay, after wondering what on earth was going on with the consistency in this film, I now (hopefully) have a definitive answer to calm the storms.
Looking at Volume F, I was curious to see that the line about Bulma having never seen Freeza before was omitted, instead having that line from Freeza talking about seeing Bulma on Namek.
I couldn't imagine how on earth someone could let two contradictory statements remain within the same film. Bulma saying she'd never seen Freeza, only to have him say he remembers her?! That would be ridiculously careless.
Fortunately, my Japanese buddy was seeing the film again yesterday, so I asked him to note what exactly Freeza says. Here's his translation of the conversation:
Bulma: "God, you're persistent, how did you even come back?"
Jaco: "Idiot! You could have found a better way to phrase that!
Freeza: "Oh? Seeing as you know who I am, were you on Namek, too? If so, where is your friend Son Goku?"
"おや?もしかして私の事を知っている所を見るとあなたもナメック星に入らしていたのですか?お友達の孫悟さんは何処でしょうか?"
Bulma: "Wow, you're back for revenge after all this time has passed?!"
Assuming my friend is correct, either Toriyama goofed up and his staff corrected him or Herms' initial translation was wrong. I guess we'll have to wait and see on that one!

That was indeed something I was going to highlight as a difference between Toriyama's script and the final film. I've just been waiting to get final confirmation since I've only got the Volume F script but haven't seen the film, which obviously makes things tricky. So far the other one that's jumped out is Shisami being around from the start in the movie, while the script doesn't mention him until he fights Piccolo.

No contradictions/plotholes/inconsistencies at all, finally!
Now if only this movie had brought a brand new and awesome villain with a plot adding a lot to the universe like Movie 14 did, if only characters weren't left aside, if only other characters had their character development worked on, if only "Super Saiyan God Super Saiyan" had a cool name and it were ice-blue, if only some characters hadn't been forgotten.

Maybe in the new series. I never in a million years would have thought that Krillin and Roshi would kick ass in a modern DBZ movie. So if ROF is any indication, Toriyama is more than willing to throw a bone to forgotten characters. Unless their Yamcha.if only characters weren't left aside
For what it's worth, practically every major Dragon Ball character made an appearance in BOGif only some characters hadn't been forgotten.

Right, so for the record, here's the increasingly infamous "Freeza remembers Bulma" line from Toriyama's script, as recorded in Volume F:
This whole thing is pretty minor either way, but in the main series Bulma makes a point of saying how she never got a chance to see Freeza the whole time she was on Namek. It's the whole reason she flies out to see Mecha Freeza when he comes to Earth. So that makes it stand out more than most of the other small inconsistencies in the film, which may be why it ended up getting fixed like this.
And in contrast, here's the corrected "Freeza just assumes Bulma must have been on Namek" line from the finished film, according to AjayLikesGaming's friend:おや、あなた見覚えがありますよ、たしかナメック星でチラっとお会いしてますね…お友達の孫悟空さんはどこでしょうか?
Freeza: "Oh, I remember you, we met very briefly on Planet Namek, didn’t we?...Where’s your friend Son Goku?”

Kinda the point, throwing a bone is just that. Far cry from secondary characters recieving major screen time and being allow to heavily influence the plot like it happened back in the day.
