It was probably addressed when they added in the scene with Jaco drawing Freeza's picture for Bluma, as that's not anywhere in Toriyama's script either.

The Volume F script is Toriyama's actual script for the movie (or in his own words "something I idly dashed off for the staff, just to help explain the flow of the story and the dialogue"), so he's responsible for everything in it. My guess is Yamamuro simply took the screenplay Toriyama wrote and made any changes he felt were necessary when drawing the storyboards and approving the storyboards as drawn by anyone else...unless Yamamuro drew the storyboards for the entire movie himself, as opposed to the previous film having six or seven different storyboard artists.

I guess I should also note that despite Toriyama downplaying it, his "memo" is actually a fairly lengthy document (54 small-ish pages as printed in Volume F) that corresponds to the finished film in most details. Almost all of the differences I've managed to find so far are things added in to flesh out the script, rather than things in the script getting outright changed like with that Freeza line. So for instance, here again is Toriyama's famously brief description of the big "Z Warriors vs Freeza's army" battle:
There's a bit more after that, mostly just dialogue between Kuririn and Jaco, and a description of Shisami's fight with Piccolo and then Gohan, but that's about it. Virtually everything that happens in this fight was added in by the anime staff, after Toriyama essentially just told them "hey, add in a bunch of cool fighting here".

I liked hearing 'F', but I do agree it was really out of place while Freeza was regenerating. It looks like Shisami and Tagoma had some kind of rivalry going on too, and Tagoma seemed a more interesting character than Toyotaro's manga led us to assume, at least in my point of view. Loved Jaco and his voice.

I was reading an article today and it mentioned the 74 countries thing but they said it is to be screened in 74 countries in the summer. Did we get confirmation it was going to be in the summer? I don't want to get excited just yet.
