I couldn't really say what it will finish at but I don't think it'll miss out on ¥3.5 billion.
It looks like it'll be making another ¥150 million+ today too. There's going to be some Golden Week estimates which will include some actuals later so we'll be able to see if its done better or worse than estimates suggest.

Another set of estimates had it at ¥3.1 billion so it's not really down at all.
Some more info here to compare to Battle of Gods.
It took Resurrection F 19 days to outgross Battle of Gods.
Battle of Gods after 20 days had made around ¥2.3 billion.
Resurrection F sold 2.36 million tickets in 19 days.
Battle of Gods reached 2 million tickets sold in 23 days and 2.35 million tickets sold in 37 days.
The figure in dollars in the thread title will be the worldwide gross and not what the amount in Yen adjusts too.

Damn, some quick math tells me that they need to sell over 900,000 more tickets in order to meet Toei's goal. That sounds like a bit of a long shot.

Actually, it turns out that I was totally off in my assumption about Japanese ticket prices. I figured they were roughly similar to American prices, but it turns out they're almost twice that. So yeah, they need to sell a little under half a million more tickets, which is a bit more realistic, but still a tall order.

I'm very happy to see that Resurrection of F is doing so well, 3.1 Billion in 19 days is amazing, its been a very exciting year to be a DB/DBZ fan, can't wait to see what the future holds for the fanbase !!!!

The Dragon Ball franchise has always been a cash-cow. It was only until BOG that the franchise really started to truly get a second wind in terms of resurgence in popularity. I think people are just taken aback by how old Dragon Ball is and how it can still remain a household name internationally. I mean, Superman, Batman, Spiderman and X-Men have been cash-cows for several decades but the franchises still churn out excellent products and stories. Why can't Dragon Ball so the same thing? Despite what has been said about the movie being released May 1 in Hong Kong that appears to be false. It didn't chart on Box Mojo's Hong Kong chart for the week and that's because it is now apparently being released on May 21 instead.
