Honestly, I could see her making it all the way to Tien but she hits a brick wall there. But if she's more cunning in battle, I legitimately see her taking on Goku. Videl would thrive in the Muten Roshi/Jackie Chun era.

If you pay attention carefully you'll notice Vegeta was slowly increasing his effort level through out the fight, he was trying not to hurt Goten and Gohan. At the end of the scuffle he knocks them out just by powering up.

Goku's base form being above SS Gohan is debatable, Gohan was still smiling afterward, and Goku was going to resort to a Kamehameha, Gohan could've just been not going all out since him and Goten knew Baby was coming.
