Tagoma was partly responsible for Freeza's rebirth which makes him more memorable. He's also on the movie poster unlike Shisami. Shisami's only purpose seems to be a pathetic attempt to try and make Freeza's forces not look like complete garbage. Also to try and make Gohan appear relevant when he ain't.

Not sure if I posted this already, but I'm working on a story that takes place between Cell arc and Buu arc.
Because I don't have much time at the moment (moving,work, etc.) I couldn't make more pages (except raw drafts).
In a month or 2, I should be able to continue!

The math isn't even accurate. If he was 10 times stronger than Beerus he would be 6 and 2/3 times stronger than Whis.
