Teen Gohan is stronger than Kid Gohan

If you go by Daizenshuu of course.

HIGH SCHOOL STUDENT
Many years after the battle with Cell, Gohan had become a high school student. Due to either Chi Chi's influence or him neglecting to train, his strength hadn't changed since he was a boy.
According to Daizenshuu 2, Gohan's power is exactly the same as his kid self. Plus we have this happening:

He had to get at least a bit stronger don't you think?

But Vegeta said he got weaker!

Well, yes he did. When he was a Super Saiyan 2 only and we have this:

HIGH SCHOOL ERA SUPER SAIYAN 2
During the Tenkaichi Budoukai he transforms at Kibito's request. Because he couldn't gain power from anger and because he hadn't been training, he doesn't have the same battle power as when he defeated Cell.

If Gohan's Ki really didn't atrophy, I doubt he got that much stronger training with Goten. They only had what, like single month? With no gravity machines or RoSaT trips? That's not enough time to get a lot stronger.

Since I'm one who believes his Ki did atrophy, I still say he is weaker than his kid self overall.

I feel that a multitude of factors were involved.

Gohan's overall performance was likely rusty compared to the sharp sense and quick movements that he displayed during his battle against Cell. Also, because a good portion of the power unleashed on Cell was anger driven, it's possible that Gohan was unable to tap into that same realm of power, with the absence of those burning emotions.

Although he was probably fortunate enough to retain the vast majority of his power, the lack of training did possibly contribute towards a minor reduction in strength.

Goku and Vegeta keep comparing Gohan in buu arc to when he was in the cell arc using rage boost. however, if gohan in cell arc without his rage boost could not fight on par with cell tier beings. Yet, gohan without rage boost in buu arc was capable of fighting cell tier being (dabura). So yes he did get stronger.

I think Gohan's Ki did atrophy in the 7 years too. But not that much. With a bit of a serious training, he can become more stronger than he was in Cell Saga. And he did it.

It is only logical that he wouldn't lose any ki. Piccolo Daimao went for hundreds of years with no training and become a geezer, and he barely got weaker. Gohan merely went 7 years with little training while growing into an adult body.

Well hopefully the concept of keeping the same level of ki even after the absence of training remains consistently with BoG characters.

Kami and piccolo were basically the same thing and i am pretty sure he went with the "my powers gotten weaker and weaker speech" at least in the anime he did. And piccolo did mention getting weaker though it was due to old age.
As for being born with his power i am pretty sure that while that can influence your lose of strength it wont stop you from losing it.
Think of a natural olympic runner who decides to stop running and walking for year his muscles would atrophy quite a bit.
Oh and to answer the question i can see that gohan probably was not much weaker and that he was just mostly rusty. I think part of the reason he can not tap into the anger is because that he feels so much guilt with cell and thus could not really tap into it.

I always assumed his power stayed virtually the same, his "weakness" was just his rustiness when it came to training/sparring and what he showed in the Buu saga before his power up was his SSj2 power without the rage boost.

Sparring Super Saiyan to Super Saiyan is meant to be pretty effective though, as far as training methods go.

RoSaT is really effective because of the time it gives you. Otherwise, it's not really good for your body... so yeah, I can see 1 month of SS sparring being effective.

But the dialogue in the manga clearly indicates he isn't as good as his "Cell Games"-self. Whatever the reason for that may be.

We have a statement from Akira Toriyama stating that the Saiyan's still grow a lot in strength while they fight strong enemies. To the point that Goku would have eventually caught up to Beerus if he had kept fighting him. But when two characters are the same level then I would assume the gains for them wouldn't be that great.

i remember that in another recent forum you mentioned this where cell gets knocked by gohan someone else mentioned that it was mostly due to cell being arrogant and toying around and i haven't really seen you defend your point effectively.
As for gohan being half his state wasnt it due to cell being distracted and not continuously charging his power seemed to recall at least in the anime that cell was blasted by vegeta and lost was like "what was that" in which case gohan releases all his power at once while he was distracted.
Vegeta also hurt cell with a full powered final flash at the time cell was toying with him and and was probably not amping his defence at the time. I can potentially see a parallel with gohan here. Also goku was able to blast cells upper torso off via surprise attack despite there supposed huge gap.

If he was toying around why would he state he is going all out in speed? How would Gohan even manage to hit him if Cell's speed was vastly superior to Gohan's? The only way for Gohan to actually land a blow on him is if their speed is fairly close. Gohan may be below Cell in speed. Or he could be above him in speed. But the simple fact of the matter is a Unmotivated SSJ Gohan landed a blow on Top Speed Perfect Cell that's an impressive feat if you ask me.

Gohan does take the chance to fire at Cell when Vegeta fires an attack at Cell. But it's still a fact that Gohan with only half of his Ki was able to destroy Cell. Therefore Gohan's Ki had to be at a level similar to Perfect Cell. Otherwise it would have done nothing.

The difference here is Cell was definitely suppressed in both scenarios when fighting Vegeta and Goku. The time when Goku managed to blow off Cell's upper torso Cell had suppressed his power to be more equal with Goku in order to have a good fight. Even if Cell was ridiculously more powerful than Goku if he is suppressing his Ki then he will be prone to damage more easily. FnF shows this with Goku relaxing and lowering his Ki to the point that Sorbet could harm him with a ring laser. If Goku had maintained his power the laser would have had no effect. But with Gohan there is no indication he is holding back. He even stated he would be putting enough power into his Kamehameha to decimate the solar system.

I don't believe that ki withers like unused muscle. There are a few things that made Gohan technically weaker. Vegeta said he lost his intuition for fighting and it seems Gohan lost his rage boost, Gokuu told Gohan if he gets mad no-one can beat him, or something like that.

Ki has both a physical and a spiritual quality to it. So it makes sense that it can/could wither. Because if your body isn't good physically then your Ki will suffer. Like how taking damage from attacks will lower your Ki because you are physically damaged. If you lose muscle you are probably going to lose Ki in some way. I've seen it like the spiritual Ki amplifies the physical body it is contained in so the better physical condition your in the better the result.
