How exactly Gohan could have been better in the Boo arc

Because the only difference is that he got confident. Heck, SSJ2 "altered" more Gohan's personality in the Cell games than Mystic did in the Buu arc, since he went from paralyzed crybaby to over-confident and slightly sadistic cool guy.

Not really. From chapter 497 up until Gohan's death, Gohan's hairstyle consistently looks different. After his revival, where he doesn't fight, his hairstyle is back to normal. Did Toriyama screwed up twice, thrice, or he purposely changed his hairstyle? If Ultimate Gohan really is his base form permanently, how would he perform Fusion with Goku when Gohan's base is far stronger than Goku's SS3 form, not to mention his base form? Because Goku was going to use Fusion with Gohan, and Rou Kaioshin doesn't say anything like "Idiot, Gohan is far stronger than you, you don't have similar powers in order to perform Fusion!".

Goku asks if Gohan and him should turn Super Saiyan and the Elder Kaioshin doesn't say Gohan can't.

From what I understand from the manga, there is no indicator Gohan can't go SSJ. It just very, very likely wouldn't increase his powers either.

Also, potara fusion is different from regular fusion. Gaps in power level and height don't matter.
