Seems to me that you are just enumerating anything that you believe could be better explained.
Anyway, multiverses are basically always like this and their concept has existed for decades. The multi-verse theory in physics already explains the possibility of multiple infinite universes with infinite different versions of things, and, obviously, a comic won't try to explain theoretical physics to the reader. It just takes the concept and applies to its story. The possibility of infinite universes means that there are infinite variations and quite literally every variation we can imagine is a possibility in one of those infinite universes. That includes a universe without life or anything else you can imagine because there's literally infinite variations. This comic just took that concept, imagined interesting different universes and made a tournament. Obviously their explanation of different universes was simple but a detailed explanation would probably be boring and would involve theoretical physics, so...
As for the Kaioshins, it has already been made clear that they don't think like the Kaioshins of the regular universe. As for their interest in the tournament, it wasn't made clear why they agreed to do a tournament, but it's possible that might be a plot point in the future.

Alright you got me there on the multiverse deal, though hopefully the Kaio-shin will be more strict with the Vargas after this considering how they handle their fighter selection. The Kaioshins have already stated in the comic that they intend to seal off the different universes after the tournament is over.

This is an oddly plausible scenario. I'm assuming that it's going to be pretty tragic once Kakarot learns the truth and kills his new friend. But I do wonder about something here, though. Kakarot doesn't seem to be behaving like we know Saiyans to behave. They're aggressive, sure, but here he seems more like a sleeper agent at the mercy of his programming. His "kill all humans!" mutterings don't seem to match up with how the Saiyans run their operations, which is essentially a thuggish "just business."

We really don't know anything about how infiltrations babies are supposed to work. The only Saiyans we saw were normal saiyans, as in saiyans that weren't infiltrations babies. If Infiltrations babies have some sort of mental conditioning to make them remember their mission and fulfill it, it's plausible that that would cause significant and noticeable changes in how they act compared to regular saiyans.
