In thailand Dragon Ball has to casts of dubbing until I know. The first one is from Channel 9 dub(and in Kai, they dubbed the version that was aired in the Thai Cartoon Network), and the second is the most known in internet. Actually, the actors in the 2 dubs are practically the same, but many of them have different roles in the 2 dubs. For example, Nirun Boonyarattaphan, that voices Goku/Bardock/adult Gohan in the 1st dub, voices Krillin, Frieza and adult Gohan(but not Goku and Bardock) in the other dub. And it has some other examples.
Until I know, some old anime thai dubs were did with the same bad quality that this dub of the Bardock special has. For example, just look at this dub of Akira:

This must be a fan-dub. Just watch the fight between Bardock and Frieza's soldiers (or any other scene). This can't be official.

Well, this doesn't have the quality of a official dub, but the actors are the same of the official Thai dub, even if they did different roles. This has nothing to do with actors or dubbing groups. Can't you see that they mute the sound every time they talk?

But the point is that the voices are very similar with the TV voices, so I think it's just an poor official work. Official, but bad and poor. Another example of that could be the malaysian english dub.
