Toriyama confirms Golden Frieza's power level...?
This is not same quote where Frieza's voice actor, Ryusei Nakao, made a pun on Frieza being a nice guy so he had a PL of 100 quinillion Ryusei Nakao. This is from an apparent interview with Toriyama that mostly centered on why Roshi was so powerful in the most recent movie. I searched the forums and I couldn't find a reference to this interview just the Nakao one.

EDIT: The original 100 quintillion reference was by Frieza's voice actor Ryusei Nakao which was merely a joke. I'll post up the reference for background information:

It looks like a serious power reference to me.
It also looks like there are 2 references to Frieza's full power, one with someone who participated in the movie and the other is Toriyama stating what Frieza's power level is himself. Since the 100 Quintillion number is holding, it's quite obvious it's true.
Unless this is a false interview than it is time to rework our power levels with maximum bloat.

Fans keep trying to downplay the new material, but it looks like they are debunked regardless.

The statements and opinions attributed to Toriyama in that rather poorly done translation were in fact made by the writer of the Buzz Plus article, rather than Toriyama himself. The article writer simply mentions Toriyama's comment in Volume "F" that Kame-sennin could always have been as strong as he's portrayed in RoF if he had only put his mind to it. That's the only actual statement from Toriyama. The article writer then goes on to add their opinion that Kame-sennin may be the strongest Earthling, and mentions Nakao's statement about Golden Freeza's battle power being 100 quintillion. Toriyama did not say those things, and the page offering an English translation shows extremely poor comprehension of the original Japanese article by presenting it as if did.

To be clear, the Buzz Plus writer doesn't directly attribute the "100 quintillion" thing to Nakao, they just mention it without attributing it to anybody, Toriyama, Nakao, or otherwise. But we do know Nakao is the first person to have said it. And, again, the Japanese article itself does not attribute it to Toriyama, that's just a mistake made by the English translation.
Anyway, the only quote from Toriyama in the entire article is this bit:
「その気になりさえすれば、もともとあれくらいは強い」
"If he had only felt like it, he could have been roughly that strong all along."
This quote comes from Volume "F", which I know because I happen to own it, but the article writer doesn't mention it by name, only saying it's from a "publication". They make it clear that they did not personally interview Toriyama, and are just quoting his statement made elsewhere.

Although I will say that I think it makes sense for Roshi to be able to improve and get his PL up to 4 digits or higher if he put serious effort into it.

Well, he's standing around in his first form when he's saying this, so maybe he's talking about setting that as the baseline battle power for first form (up from the 530,000 before)...? I simply think they just thought a million was a big number still, and rolled with it. No one seemed to remember that Freeza acquired such a level already. They had other things on their mind than being consistent with battle power, and just didn't focus on this aspect. I took it as simply a line that came out badly, and that he may have meant "1300000 times".
Like, he is assuming that in four months, he will achieve a power level of 120 million X 1300000. So thats what i would estimate his Golden Form at.
