In-universe: Why would they waste ki raising rocks for no reason? It's better to learn to contain your ki so that you can release it in actual, focused attacks and blasts.

I always thought of it as a side effect for when they charge their Ki. It just naturally happens.
The characters in Dragon Ball just got so much better at controlling there ki when powering up that is causes less minor environmental damage.

Because as the series went on, charging up had bigger, grander effects. Look at Gohan being engulfed by this fire tornado thing in the beginning of his fight against Cell, and then Gotenks changing dimensions against Buu.

Both Goku and Freeza do it when they transform into Bluper Saiyan & Golden respectively. Not as grand a scale as shown in the first Goku VS Vegeta fight but it's there .

How the Black Arc Should End (by Lightbing!):

Absolute Zamasu(my name for their fusion) wins. He fulfils his utopia and dwells in his loneliness(x amount of time for this to happen). He starts to doubt of his achievements, Goku's body influences him to seek out challenges but there's nothing. Perfection becomes a curse. Absolute Zamasu starts to dread his existence and presents himself to the Omni-King, detailing on his actions.
Using his powers the Omni-King restores everything to the moment before Goku and Vegeta perish, humanity's last barrier. Zamasu concedes. He ask for forgiveness(mainly to Goku, Gowasu and Trunks) and understands that his justice isn't justice at all. He asks for judgement and the Omni-King delivers.
Trunks is forced never to travel in time ever again, all the time-machines are destroyed.
Vegeta does it against Fat Buu. Though its actually a controlled attack that time. Which I always thought was odd since that's not a normal thing for him (except for filler on Arlia and maybe against Freeza, not sure if he did it or Freeza did).
Interesting note: There was a manga artist (don't remember his name) who actually survived one of the atomic bombs and went on to make some series and movie about it. He describes in his works that with the first flash of the blast, pebbles and particles of dirt actually seemed to float before the actual expansive wave hit everything. I will take his word for it.
