I can't imagine Bandai Namco allowing the sale of lego toys without them getting $$$ out of the deal.
I don't remember Bandai Namco making Dragon Ball toys (like action figures). I knew of the Irwin Toys figures, but I can't think anything else.

Well, WB did publish two Marvel Lego games so I don't see why Bandai and they couldn't work something out.
When someone tells you, "Don't present your opinion as fact," what they're actually saying is, "Don't present your opinion with any conviction. Because I don't like your opinion, and I want to be able to dismiss it as easily as possible." Don't fall for it.

Jakk's Pacific held the Dragon Ball toy license after Irwin filed for bankruptcy. Bandai produced toys in the late 00s in North America.
"I like the money it brings in, but Dragon Ball Heroes is the worst. That's actually the real reason I decided to start working on new material. I was afraid Bandai would make something irredeemably stupid like Super Saiyan 4 Broly." - Akira Toriyama, made up interview, 2013.
