I give it to Goku, quite comfortably too. I don't think he's too far away from Gohan's level. There's a 25% difference between the two at best, which would put the difference between Goku and Cell at something not too much above that.

Gohan is probably stronger, but I'd honestly give it 50/50 because Goku is much more skilled and in-practice and the power gap can't be too ridiculous.

I can't imagine them having passed SSJ Buu saga Gohan that quickly, so CG Gohan wins pretty easily.

Chi-Chi, ridiculously easily. She made it to the Tenkaichi Budokai finals with absolutely no problem. Bad Lunch is a pretty tough, but non-superhuman person with a machine-gun.

Because that's the only logical option. He wouldn't be talking about any weaker form of Cell.

That's the bare minimum anyway. Goku compares him to Cell but later on says he's much stronger than expected. So Dabra > Suppressed Cell (vs Goku). Whether Dabra is stronger than Perfect Cell's full power or not is up to anyone's opinion, I personally think he's not that far from Super Perfect Cell's level.
