Still doesn't really hold much water to me. He's already
got responsibility by already being one of the top 5/10 strongest people on the planet, and he can still study after spending like a day tops getting the hang of this. It just means if that responsibility he sort of has anyway does happen, he's less likely to fail.
I think the most likely explanation is "we get power-ups only when it's dramatically appropriate".

I'm guessing they won't deviate that far from the movie in an instance like this; the impression I got was that since divine ki is 'different' or whatever, or possibly since he's just so much more powerful now, Goku will have to take some time to get used to it. Kind of like what happened Yusuke in Yu Yu Hakusho when he first acquired demon power, it threw his aim off at first.
Well, I guess we'll see soon enough, anyway.
