When people talk about Piccolo getting weaker I think I should point out that Piccolo is the youngest of all the fighters who were adults at the beginning of Z. H was 3 years old when he first fought Goku and was 8 when he fought Raditz. Also nameks have a very long lifespan compared to humans or even saiyans. With that in mind Piccolo will likely not hit peak until well after everyone else has died of old age. So while he can never match the observed power boosts the saiyans get he is always getting stronger but at a slower more reasonable pace since he's always training.

Unless my math is off, by RoF, Piccolo should be...25 years old?

A Perfect Cell-tier fighter suddenly regressing down to the power level of two mooks who were deemed as incompetent fodders several arcs prior is likely not the case here. Fact of the matter is, Piccolo is one of the few Z-fighters who actually kept up with his passion for fighting; last I checked, employing any form of training in the world of DBZ was shown to have a beneficial effect on one's power. Whether or not the Namekian's training was strenuous is a separate topic that has no place in this particular discussion. Personally, I feel it's a tad bit preposterous to assume that his years spent after the Buu arc were counterproductive to the extent where he could now be lumped into the same category as a useless tool like Dodoria.

I'm not sure why anyone is even considering that idea. I don't recal Piccolo being ever at Perfect Cell's level or even remotely close to that realm. Last time his power was checked he was just much stronger than No. 17 (for what matters) and barely held his own against a Cell Jr. Piccolo himself knew he wouldn't have a chance to fight Perfect Cell and this is his status quo until the end of Dragon Ball's original story. There isn't any comment about his power changing after Cell and Boo were defeated.

I dont think the movie creators were thinking of keeping it consistent.
However,the fact that gohan had to go ssj1 or 2?(hard to tell since no sparks) to ko Shisame shows that he definitely was on Piccolo's level.

Regarding Shisami's power, I just saw this mentioned on the Japanese wikipedia:
Still, considering the original script, I think it's pretty clear that he's meant to be SSJ level, and it's not a case of Piccolo somehow regressing to Zarbon/Dodoria level.
Apparently, in Akira Toriyama's original script, just like in the promotional manga, Shisami doesn't appear or is mentioned during the Freeza resurrection scene, only during the Earth invasion. I guess the movie's staff added him there to give him a better introduction, without realizing that including him in that scene actually does the opposite.鳥山明による脚本の段階では、フリーザ復活時には登場せず前述のソルベによる紹介も無く、地球襲来時に初めて姿を見せる[27]
鳥山明「其之四 鳥山明 のウラ話必見! 脚本『ドラゴンボールZ 復活の「F」』」『DRAGON BALL 鳥山明描き下ろし脚本完全収録F』53頁。

Hopefully this whole matter will be rectified in Super. If and when that does occur, I'm sure all these discussions pertaining to the bull-looking alien's power will spiral in a completely different direction.

This I agree with. It was mentioned way back in namek saga that there were species that could be born a mutant, giving them an incredibly high power level.h0kuten wrote:It's more logical that he trained.

I suppose like Frieza when this mutant trains hard, they increase in levels far beyond the norm. Heck, Gohan might be one of these mutants too, for achieving incredible doses of power during times he was angry or needy.
