Krillin hasn't been training for 12 years. Tenshinhan has. Same with Chiaotzu and Yamcha.

Piccolo is still training some, but he's basically retired. Goten and Trunks are getting some form of training from their dads, so their levels didn't go down from the Boo Arc. But I doubt that they've been doing anything too strenuous, so they didn't go up, either.

Let him have it. If someone wants Ten to be stronger than Kuririn, they have plenty of reason to think he is. Besides, we don't know if Kuririn > Ten after the Buu Saga.

I mean, problem is the point we're told he's strongest is during the Buu arc (which takes place over only a couple of days). The special in which we see Krillin's training again doesn't take place too long after Buu, so that's a very small window of time for Tenshinhan to overtake him.

Now, if we're talking DB Super, the special doesn't apply, but this discussion started over the movie version, so it does.

And did Goku even say anything about Gotenks' power to Buu? From what I remember, he just said that a strong guy would fight Buu, then Buu asked if he was strong, and then Babidi intervened before Goku could say anything about it.

Goku only admitted to being able to beat Fat Boo after that Boo was gone. He didn't seem so sure when Fat Boo was actually around, and said Boo's Ki was like a lie. I interpret the sequence like this:

SS Gotenks > Fat Boo (expected max) >/>~ SS3 Goku >~ Fat Boo (actual)

So Goku wasn't necessarily lying when he said he couldn't beat Fat Boo, he just wasn't sure. I also feel if he knew for sure he could beat Fat Boo at the time, he would've finished off Fat Boo himself and then taught the boys fusion so there'd be no risk at all.
