Tien and Piccolo. It'd be nice to bring back some DB feel into DBZ. Toriyama could make a side story out of some hidden power that Tien has from being a three eyed alien, like the Saiyans. In early DB we all thought Goku was a human too.

I'm with most people, Piccolo and Tenshinhan should get much more attention.

The human characters would benefit from a boost as well. Kuririn, Yamcha, Chaozu, especially these last two could use some character development.

Apart of the Z fighter a character that can catch up is Hercule, watching Mark in god tier is probably one of the most funnier thing that can happen in the series.

Bring Piccolo to god tier and then power up the others somwhere ranging from SSJ to SSJ3 level based on their merits. Keep Gohan more powerful than them to still have a Super Saiyan as the main guy, even if it means his ultimate form is replaced by somekind of power up to his SSJ2 one. Then, with characters like Jaco, Yamcha, or hell even Tarble you can still also have some fodder but still entertaining guys.

Well, Piccolo has been mention a million times already.
Yamcha: I'm seriously tired of watching him fail at everything. It's not funny anymore Toriyama.

All of them.

Gohan: Ever since he was a child, he surprised many. Goku noticed ever since he was 4 he's been keeping up with the adults. Surprising everyone with his bursts of hidden power. Hell Goku left the Earth in his care. Ever since his fight with Dabura and Buu he had regretted not training. His dormant powers get unlocked but he still manages to fuck up. Even if he loses that particular form, he should still have access to that power via rage boost. Or unlock it on his own. I really do wish he his character didn't get butchered. I know he doesn't like fighting but it's such a shame.

Goten and Trunks possibly. But constantly relying on Gotenks really makes me wonder if they're serious about fighting/getting stronger. It's more of a play thing. Seeing as they live normal lives after Buu in their teen years.

Majin Buu should be up there. I have no idea if he trains but it wouldn't hurt him to try. I'm not really sure about him since I guess everyone fears him building up negativity and possibly developing an evil inner Buu. I'm unsure how Buu works mentally.

Piccolo, he's always been up there. He's pretty good where he is now but he can do much better.

Android 18 is the same case as Piccolo imo.

Realistically, I think Piccolo still has a chance to catch up. "Super" Dragonballs and the Namek book of legends imply that the Namek might still have some secret, and that could lead to some big god level power up.

Otherwise, I'd actually like to see Tenshinhan getting one big power up for once. Way back in the beginning of the Android Saga he's shown wanting to train just to test his own limits, even if he didn't believe he could catch up with Goku anymore. That's basically the closest to Goku's pure motivation for training that any other character ever expressed, and yet he never got much out of that. Super also portrayed him as the only one of the secondary DB crew that didn't give up fighting. Yeah, he'd need some new power up out of nowhere, but it's not like those things are rare in Dragonball, it's just that people seem to have gotten used to only Saiyans getting them.

Gohan, Goten and Trunks are pretty much broken by the Z epilogue, which shows that they don't care about fighting, so any power up for them would be a waste. They still could easily get SSJ God power up though, especially if it doesn't have a time limit in Super, although that still needs to be completely confirmed.

Supreme Kai is somewhere in the ball park of Perfect Cell level. Students always surpass the master by a significant degree. Confirm that Tenshinhan and Yamcha have reached power close to Freeza throughout the years, then have them seek training from Supreme Kai and Kibito for about five years which boosts their power all the way up to Majin Boo levels, and then have them learn the mythical, overpowering technique -- Kaioshin-ken. Bam, they're able to compete with the gods.

Yup, I think that's very likely to happen too. Too bad it means they'll have to rip off DBNA, but given SSGSS, nothing's off the table.

Like somebody else said I think I would just give the others something to do. I think the other universes could be used for that. Do something like the Super Dragon Balls have to be collected in multiple universes at the same time. That way Goku and Vegeta couldn't do everything because it wouldn't be possible. Then just have different people go to different universes, probably have them group up a bit for character interactions. Have Whis or the oracle fish or a new character give a assessment of where the DBs are and the strength of possible enemies for each universe and then split up. Vegeta and Goku, Piccolo and Gohan, Krillin and 18 or because of the power gap have 18 go get 17 and bring him back into the story, then we could have Krillin go with Goten and Trunks for guidance, or have Yamcha go with them for extra comedy and Krillin could go with Tien and Chaozu.
IIRC there are 9 Super DBs so would have to do something like needing 5 at a time and have the teams go to 2 universes each (with 2 teams combining), or reduce the number of DBs, or have some other help like Supreme Kai and Kibito, Beerus and Whis, and some others, or maybe just have some not be paired up. I would probably just have one DB be in their Universe and easy to get so they could just have some weaker characters get it like Bulma and Master Roshi, maybe have Chi Chi go along to keep a eye on Roshi :) and then the 9th be from some friend of Whis' in another Universe.
I think that could work in a lot of ways for fighting and Comedy. I mean come on Yamcha with Gotenks and Roshi and Bulma in space... And it would be possible to use this for strength boosts as well. Maybe some of the weaker characters become much stronger because of something in the Universes they go to. Could show the adventures of all the groups or not and when the groups all get back together they can reveal the power ups.

Tenshinhan and Piccolo.

It didn't feel like they really got proper closure as Goku's rivals prior to being left in the dust. Sure, Piccolo got to kill Goku, but that didn't really finish the job, as Goku was going to come right back. If the two of them joined with Goku and Vegeta, for a sort of four way rivalry, that would be pretty cool. After all, Piccolo and Tenshinhan likely have a decent degree of beef (or at least Tenshinhan) with Vegeta, giving more for the writers to work with.

Also wouldn't mind Tao Pai Pai keeping up in power and becoming a reoccurring villain of sorts. With Goku and Ten in the spotlight, he'd stay more relevant to the narrative.
