IMO it's talking about the Universe as even Rou Kaioshin says "this time it will be the end of the world for sure". One good thing came out of Super: It's uncontroversial that Goku can own Superman now. Gods can destroy the universe in Super.. I don't think any incarnation of Superman can do that.

I'm afraid it's too soon to say it's uncontroversial. Destructive capabilities don't decide a fight per si. Goku has shown impressive stuff nowadays, but some versions of Superman are practically immortal. That may be so. I'm a Marvel expert, but I don't claim any vast knowledge of DC. The guy does seem to go a little far in underselling Kal-El, but the basic idea seems sound. Anyway in this episode we had Beerus absorbing Goku's Kamehameha? And at the end Goku stopped the Sphere of Destruction in a different way which I think was just him punching the thing.
There was no mention of Whis being stronger than Beerus in this version though not to say it's not the case.

I was hoping that we'd see a SSJG Vegeta but he doesn't seem to want any of it. No idea how he'd catch up without it or even be able to become a SSGSS so perhaps he'll change his mind before going to Whis for training.
