Goku himself doesn't actually say Vegeta surpassed him. During the scene itself Kame-sennin says Vegeta seems to have surpassed Goku. Then at the end of the movie, Goku tells Vegeta that he became an "incredible Super Saiyan" back when Beers slapped Bulma, and that the next time they're up against some nasty opponent they should just have their enemy hit Bulma. I can support Vegeta surpassing Goku on a regular comparison. But going over SSJ3 is ridiculous. I take this as Vegeta's SSJ2 was above Goku's. So he essentially surpassed Goku in a way. I don't think it's that ridiculous because it's based on a phenomena that is arguably just as ridiculous despite being no less true. In times of great stress and rage people of average size have demonstrated strength that exceeds current world records, ya know those things that are set by gigantic human specimens who train for years upon years to accomplish those feats. It might be unusual for Dragon Ball to pull a stunt like that but it's also unusual in real life, too.

I'm going with this. Vegeta's emotions fueled him, and in typical anime-fashion he reached incredible power in that moment. If his power didn't even surpass SS(J)3, then there's no way he could have fared as well as what's been implied (?) so far. Even if for just that moment.NeoKING wrote:

Great! Now everything makes sense. Vegeta didn't necessarily become stronger because he got angry. He seems to have surpassed SS3 Goku through training with his Super Saiyan 2 (he was a Super Saiyan 2 according to Dragon Ball Heroes), so this leads me to believe that Vegeta focused in surpassing Goku in Super Saiyan 2, rather than focusing himself to reach Super Saiyan 3, a flawed form. And he succeed (only for Goku reaching Super Saiyan God). The line about Bulma getting hit sounds like a joke, so Vegeta didn't get stronger because he got angry IMO, he got stronger because he trained. I can get behind Vegeta's powers being emotion-locked. Seems random but I can see how it would work.

I believe Kei covered this a ways back in the thread, but no, it's not explicitly explained in the movie. Birusu does complain that Kaiō’s planet is so small when they first show up there, but Uisu reminds him that he's the reason it's so small.
