Gotenks Boo in Legendary Super Warriors. Recoome is up there, but Boo is on a whole other level.
Once the battle goes beyond 10 mins, any Chi-attack used against him will likely be nullified with his stupid breath move. Well, at least for me it was. I had to take him down with melee attacks, which don't do much damage with Ultimate Gohan. I also hated fighting Recoome with Gohan in this game as well. Especially since Gohan's pretty weak at this point. He also does that stupid breath move.
As for fighting games, Power Weighted Cell in Budokai 1 and Kid Boo in Budokai 2 handed me my ass constantly. Kid Boo was easily more annoying, though.

I lost to them quite a bit as well. That Comet Z combination attack did ridiculous damage.

Personally, the most difficult battle I'd fought in DBZ games would either be #19 or Phat Cell from Budokai. But I was young when the game came out, and have long since learned cancelling and all that so those battles are pieces of cake, now.
I don't really have any difficulty with any game, but one that struck me as particularly frustrating was the Gogeta vs. Gotenks battle from Budokai 3 on Z3 difficulty... I don't know why they thought giving a character an infinite Ki supply when they are scripted to teleport as much as they can was a good idea. For once, Dragon Rush or Ultimate spam seemed to be the most effective means of inflicting damage. It was still pretty funny to watch, though.

Another really tough fight I just came across recently is 3rd form Freeza in Legend of the Super Saiyan. Nowhere near Reacoom in Legendary Super Warriors, but still pretty tough.
Man, he dodged most of my Chi-attacks and just about all of my physical attacks do average damage. I only used Piccolo and Vegeta in this battle, mainly because the others either did no damage or 1 HP at the most. What helped was using the Kaio card on Piccolo to get his Battle Power to the point where he was a bit stronger, and doing the same on Vegeta to get him close to a million. After that, you just have to be very patient and keep attacking. Once I was able to get full damage from a Makankousappou, the battle became much easier. Having Dende in the party was also key in winning. After that, 4th form Freeza and later Super Saiyan Vegeta aren't all that tough to deal with. Super Saiyan Goku with a Kaio card is strong. Can't imagine how ridiculous he'd be with a Guru card, heh.

The video has music, since my camera does poor with capturing sound.
I did this fight back about 3 1/2 years ago, when I played Budokai almost 7 days a week. Here you see Omega God using a full senzu bean when almost beaten, and I win with only 3 health bars. My stats on Goku are +20 Ki and +15 Attack, nothing else is upgraded. He is a password character, thus his level goes over 100

I'm comfortable with Piccolo being roughly 80,000 to 100,000. The Z fighters all did almost the same training on King Kai's planet, so Yamcha is probably just above Recoome. Is that 270,000 referring to just before Goku faced Frieza? The 270,000 Battle Power was for Goku in the Legend of the Super Saiyan RPG
I had to keep using high levels of Kaioken just to do damage on Freeza. I know his level was way higher than that in the actual battle.
