They're not in the North American version of the game, I don't think so.
If a game has a code that lets you play as a certain character, it usually means it hacks the game into replacing one character with something else. I don't think it can really unlock something that isn't supposed to be playable in the game at all.

Take Mortal Kombat: Deception, for example.
They have codes there that let you play as characters you're not supposed to. But it doesn't "unlock" them and add those characters to the Character Select roster, it replaces an existing character, and when you select them, you play as the hacked character.

Indeedio. I don't THINK that any of the Action Replay codes and tricks that people have mentioned here (at any time; not just this topic) for DragonBall Z 3 are for the North American versions.

Before anyone wants to get an Action Replay, you should look at the site to see what codes they have. It may not provide as much crazy fun as you're hoping for. And that site is pretty much the only source for Action Replay codes, as far as I know. If it's not there, it may not exist at all. And keep in mind that the codes can be troublesome.

For example, I used some codes for Donald and Goofy in Kingdom Hearts; I loaded my game, and they weren't in my party anymore! I couldn't select any other characters either, or get them back. Another time, I used different codes, and the characters lost all their Skills.

It can cause problems. Make sure you don't save a game like this before you check it out to see if it messed anything up.

Actually, while there aren't any codes to do this sort of thing currently, there is absolutely no reason why codes can't be made to do this for the NA version. All the codes do is 'hack' the game and tell it to go to location Z to find the model/skin/whatever for the character instead of going to location F. Kind of like all the character replacement codes that exist for the likes of AA allowing to play even as characters that the game's bonus modes don't allow.

I don't think there's a Japanese Action Replay; I think whoever got those screens used a modded PS2 along with a US or UK AR.

I don't know what games you have, but anyway, most of the game codes I'VE come across aren't that special anyway. Just the usual, like one-hit kills, invincibility, infinite money, gain items, etc. I don't think it's too common for an Action Replay code to do something very crazy.

Yea. You don't have to wait for the official Action Replay site to put a code up, it is possible to make your own. I have no idea how I would go about that (not interested anyway), but it's possible.
On that note though, I'm surprised no one HAS seemed to find this sort of fun crap in the North American version.

I tried those codes. If you are talking about the character modifier codes, all it does is allow to fight as that character every time in verses, regardless of who you choose. It does not do anything that is done those screenshots.

Seems like they've been tampering and reburning the game themselves. After all they plan to add voices in Catalan.

The real main question would be; where is a forum where Action Replay hackers typically converse, so that we may ask if they can find these skins in the American version(s)?

Eh... not quite. The 'laws' for electronic media is rather obtrusive. What you can get away with doing, what you're allowed to do due to 'fair use', what ownership laws allow, and what every EULA and FBI warning say you can't do are very 'hazy'.

If you believe the FBI, you aren't allowed to watch a video with anyone else. :?

I don't think it's quiet as hazy, corporations just attempt to mislead you as to what your rights are as a consumer. They can write any foolish law they want to into their agreement forms, but it doesn't mean a thing when stacked against real law.

They may not want you to do these things, but as long as you are doing it with a lawful copy of the product, in the privacy of your own home for your own personal use, there isn't a damn thing they can do about it.
