"Filler" is generally used to refer to scenes added to pad out the TV anime, placed between or into canonical scenes so that the anime wouldn't catch up to where the manga was at. The term in this sense only applies to things adapted from the manga. So it wouldn't include movies or GT, since those aren't adaptations of things from the manga.
