Actually, don't we see timeline 3 in the flashback when Cell is explaining how he got to timeline 1? Might just be filler, though.

Is this fourth timeline necessary in any way?

I don't see any significance myself, and just because it's in the Daizenshuu it doesn't mean it actually happened.
Where's the beef?

Filler. Same with all flashbacks of Trunks' timeline.

El_diablo: It's one of the most important timelines. If not for timeline 4, timeline 3's androids wouldn't have been destroyed, which means Cell would have obtained his perfect body there. Had that happened, we never would have known about Cell until 4 years after the 28th budoukai, when timeline 1's Cell finally would have matured. Without the threat of Cell, non-SSJ2 Vegeta and Goku would have been the strongest thing to go up against Dabura. With everybody still alive, that might have been enough energy to steal to revive Buu, so Babidi would have won since there'd be nobody to stop Buu.
