because, atleast as far as Toei is concerned, their "culture" is second-whatever fiddle to getting the show out so they can make cashbags full of money. Censorship is a hard thing to do, especially nowerdays when there's so many different levels of folk with so many different levels of tolerance. On the one hand, you shouldn't pussy-foot around with things, but at the same time you also have to respect the parents right to teach their children when to be desensitized/relaise these kinds of things. However I can agree that 4kids do a piss-poor job at all of that, and can't even censor things with taste. That and since it airs on 4kids.TV, it's subject to different standards, but it doesn't mean it should be done like that.
The thing with Hentai is a very arkward thing, because Japanese hentai producers have been trying to change the law around without any success, and this means they're loosing a lot of sales to downloading or reverse importation (Japanese importing US releases, while they aren't as pretty packaging wise, it's easier to buy 2 uncensored episodes at $30 than one censored episode at $70. Bible Black: new Testament was subjected to removal of Japanese track on the first volume, however since this went badly, the first two episodes in japanese were put on the next volume with eps 3-4, thusforth shooting the Japanese in the foot since it means all people have to do now is buy ONE DVD instead of two... heh). One reason it's apparently there is due to live-action porn. If no one can see what's really happening down there, then it's easier to improvise/fake it, since it costs more to do penetration when it comes to porn actors.
I find censorship to be an okay thing, but only when it's done tastefully/convincingly. One Piece is the highest example of what I consider to be bad censorship.
