I was very excited to read about this on the main page. I'm going to try to go into this as cold as possible, or at leas as spoiler-free as possible until the American release (however far away it might be). Of course, the key word is "try" and I can't wait for more developments.

They probably aren't using the "Z" for promotion because they're Shounen Jump, publisher of the manga, not Toei, creators of the anime. The artwork used in the promotional material also seems to be from the manga, not anime.

I really hope this isn't a cross over. I mean sure, those are all well and good but that's really the only DragonBall related stuff we've been getting out of Japan lately.
. This also bring up the question of how long it will take FUNimation to dub this.

The openings for Budokai 2 and 3 just looked too polished. Also is there any word on this being a 'Z' special or will it simply be Dragon Ball?

If you're talking about that special animated OP/DBZ cross-over, I actually liked that. I thought it was pretty neat how Luffy spun Goku around while he did his Kamehameha.

Ah, but remember, this isn't the U.S. where Naruto reigns supreme; this is Japan (where One Piece does.). I'm sure they'll give DB a decently sized special. I'm very positive they will.
As much as Toei has screwed up aspects of things like GT, I have faith that they love DB enough and financially recognize the nostalgia factor of it enough that they'll do a really good job. :3

Really? Is One Piece the more popular of the two in Japan? Good. I just recently tried reading each. Naruto was a chore: I gave up partway through the Journeyman ninja exams. There was no character building. One Piece is awesome. Regardless, I'd rather see something akin to a DB tv special: something that is cannon with the DBZ tv series. Maybe a self-contained story revolving around Uub's training under Son Sensei?! Probably just wishful thinking.
