Well not literally FigtherZ anime but rather taking Android 21 into the canon continuation of Super. Meaning if they're gonna write a real-real story for the character they`d get toriyama to lay it out, he already designed the character so writing the plot would be natural too no?

It would be if the two were simply combined.

If they want to do a crowd-pleasing first web series then using #21 as the main antagonist while bringing back old enemies on the way would be a basic idea to work with and FighterZ is a good outline to base such a series off of.

I'm pretty sure that there was an interview regarding #21 shortly after she was officially revealed to be FighterZ's main antagonist, with said interview having someone VERY close to DB (their name escapes me ATM) even saying that if #21 proves to be popular enough, she might actually be integrated into DB's anime material (whether that's her getting her own arc or something else, I don't know).

Toriyama is in everything involved, except for the heroes junk. He also was involved in FighterZ, with creating Andriod 21 and such things. We dont know if he is more involved in the potential web series, or if he just makes characters and such things... so there is a possibility, but i doubt it.

I don't understand who or what you're referring to. Who specifically of any credibility said that this would be a major announcement? Did I miss something?

I just find it funny that they’re even doing a special live stream for the home release of Super Hero. The collectors edition isn’t even much different from Broly’s home release (except that it’s 4K and it comes with a steelbook) and that release didn’t get a stupid cryptic announcement with a livestream.

What’s funnier is that Super Hero didn’t even do that well in Japan compared to the other 3 modern films. So the fact that they’re hyping up the home release for it with a weird livestream is kinda hilarious.

They teased the announcement with Red Ribbon logo.
Even if they didn't use Super Hero tag, there was not much to speculate around that.

They aren't troling. They are just bad in reading the room.

We should also keep our expectations low about this web anime. Even if its real we don't know whats gonna be about. According to the "leakers" its not a remake , Heroes or DBS manga arcs, but something new. That can be good or bad...

I can’t exactly say I’m surprised or disappointed that this amounted to nothing. The best case scenario would’ve most likely been an anime adaptation of Super Hero anyway, which I would not have been interested in.
