How can the second picture be of higher quality when it's buried under lots of grain?

In Dragon Ball's case, the show was produced on film. The film has grain, therefore the grain IS the detail.
Less grain = less detail = blurry image (See: Orange Bricks)

Never had any Dragon Boxes, but when i first looked at these two, i thought that http://i1071.photobucket.com/albums/u51 ... 0f0ca1.jpg is Dragon Box and that is normal http://www.majhost.com/gallery/Zestanor ... eta280.png

Now you tell me the picture with a lot of grain actually is from Dragon Boxes? My eyes tend to differ on your opinion.

Why'd you bother to ask for a HQ screen of the image for your avatar if you were just going to distort it anyway? A little bit of cropping wouldn't have hurt. =P

What, you're using the same image for both? Why can't you use a cropped one (like the one TheDevilsCorpse made for you) for the forum? It looks better and is a more efficient file size. I mean, I know almost everyone has broadband these days, but that's no reason to be inefficient.
