There is a sentence in Production Guide "Toriyama’s Contributions to the Anime"

"The filler scene where Goku breaks off a piece of the clouds that surround the Serpent Road and eats it was also Toriyama’s idea."

but there is not any more specific description. Any one tell me which page and which data book has note this?
