Cell and the Cell games

Cell and the Cell games

Why did Cell choose the location he did for the Cell games to take place?

He went on global television to promote the games and invited fighters from everywhere to compete. He wanted the world to see how great and powerful he was not just Goku and the rest of the Group. In addition, he clearly didn't care about the safety of the earthlings obviously because he killed many of them to gain the power to be able to fight and absorb the androids. So why did he choose such a secluded area for the games to take place?

He also destroyed most of the city where the TV station was at just to give the earthlings a sample of his power. Cell seemed to do things just because he could.

He probably didn't want to actually be around humans, and he probably didn't want his opponents holding back because of there being humans present. So a secluded place is the most logical choice for the Cell Games.

I imagine he knew that Gokuu and co. would refuse to fight where people could be in danger. They would just end up having to move.
