Who created Ultimate Shenron ?

Ultimate Shenron of the black star dragon ball can grant any wish no restrictions to its power.

(He can even destroy a galaxy or even the entire universe..if you wished for it).

But dragon ball says the dragon is only as powerful as its creator.So who ever first created it (namekians)..could be stronger than anyone known in DBZ

Have you seen GT? It's mentioned in the very first episode that the Ultimate Dragon Balls were created by Kami, before he split Piccolo Daimao off from him. Herms just explained that in your other thread...

I kinda already answered this in the other thread, but it's stated in the first episode of GT that they were made by the child of Katatz before he split up into the God of Earth and Piccolo. They were dormant the whole time God and Piccolo were split, but they reactivated when the two re-merged in the Cell arc. That's why Piccolo chooses to stay behind on Earth and die at the end of the Baby arc: if he's dead, the ultimate dragon balls won't be a problem any more either. And they're not all-powerful; they're just more powerful than other sets of dragon balls because their creator was more powerful too.
