What happened to Vegeta saying I will never fight again...
My memory is a little hazy but I know in one of the movies (I think either Bojack or Android 13) that takes place after the Cell saga Vegeta is sitting depressed in his room because of how he thinks he only hindered the fight at the Cell games. However the Buu saga never really touches on this fact. Did Vegeta just suck it up and start training again? Is anything about this ever mentioned?
I know people often theorize how the cell saga was meant to be the last so Vegeta just would have ended his character with withdrawing from fighting which would have been pretty epic, but when the Buu saga came round I doubt he would have just sat there while all the fighting was going on even if he had declared he would never fight again.
Just wanted to get people's thoughts and opinions/facts on this issue.

I'm sure he sulked for a while, but its 7 years between the Cell games and the Buu arc and Vegeta basically doesn't know how to do anything else besides training and fighting. So, imo, he sulked for a while, and then slowly he started training again and regaining the taste for it.

Well, the series wouldn't cover what happened in the movies because they are treated as a separate universe to the anime and manga. Especially so with the manga. The scene you're thinking of is in the Bojack movie. But Vegeta says he'll never fight again in the manga and the anime. This, to me, doesn't mean he didn't continue to train. It just means that if something had happened during the 7 years he would not fight. But seeing as there was 7 years of peace it doesn't really make much of difference that he stopped fighting because nothing ever happened in those 7 years anyway.

Before he knew Goku was coming back he said that he wanted to challenge Gohan in the tournament.

Goku was the sole reason Vegeta put his body through hell to become stronger and following Goku's death, and on top of that Goku dying with regret or fear, Vegeta felt like he no longer had a purpose because he could never have the sustained satisfaction of surpassing Goku and pretty much lost to will to fight. Then Goku came back for a day, and I guess for Vegeta, it was just too good of an opportunity to pass up.

Training and fighting seriously to be #1 are two different things.
He wanted to surpass Goku, and Goku one-upped him and then died, so Vegeta could never beat him to make it worse. At that point nothing he did anymore would really matter, if he wanted to be the best.

The events of Movie 9 spurred him back into action and helped him change his mind.

He definitly got over it well before buy saga considering by then he already seems to have been training again and even calls gohan soft a few times when encountering dabura or entering the underground layer of my memory serves me well enough.

We know Toriyama was going to keep Goku dead and have Gohan be the main character so I think he was planning on taking Vegeta out of the picture as well to keep the spotlight on Gohan,Goten and Trunks (the heroes of the new generation) but thankfully he changed his mind before starting the Buu arc cause that would have been a very bad move on his part.
In terms of an in story reason I think training and fighting is in his blood so there's no way he would just sit around and do nothing.

I would give absolutely anything to have a DBZ movie based on Vegeta challenging young Gohan in that time frame after training for a year or two. It could be the explanation of how Vegeta got to SSJ2.

Simple.
Vegeta gave up initially on fighting due to Goku dying before he can prove himself to him but as soon as Trunks reached training-appropriate age he regained some incentive to train, and since he knew Gohan wouldn't keep up with his training confidence resurfaced and he decided he would make Trunks strong enough so he can beat Gohan vicariously.

Bulma states at the Tournament that Vegeta spent the last 5 years training. So it's safe to assume he sulked for 2 years and then decided to start training again. This could be for any of the following reasons:
1. To challenge Goku in the afterlife (It's clear that he had an interest in this when he later asks Piccolo if he'll get to meet him when he dies)
2. To surpass Gohan
3. To defend the earth from any possible threat
4. Boredom
