18's money
Did Mr. Satan actually pay her the 20 mil zeni? If so, what did she/the Krillin family do with it?
I think it's likely she never did. Krillin probably talked her out of it, feeling a bit of shame to have his family live off of Mr. Satan's money, and also because she blackmailed him. Not to say there isn't a side of him who would accept it. However, Krillin was there with her when she went to Mr. Satan's house for the money in DBZ Movie 11, so maybe there wasn't really any talking her out of it after all, but taking the entire movie's events into account, she would be more like "ah, what the heck... thank goodness we're alive" after the whole Bio-Broly incident.
Post Buu there doesn't seem to be any good indication that they were millionaires. The few moments in DBGT with them in the city I take to mean they were just visiting/shopping/etc. Krillin was still at Kame House at the end, but 18 and Maron apparently weren't. Maron probably likes going out a lot considering where she lives.
Oh, and Krillin seems to have become a policeman according to the upcoming movie.

Zeni are supposed to be roughly equal in value to a Japanese yen, so roughly equal to a penny. Meaning 20 million zeni comes out to about $200,000 USD. So a lot, but they shouldn't be millionaires in the US sense of the term. They should probably be able to get their own house though.

First thing first, GT and Bio-Broly wernt cannon so you cant reference them if your talking about the Tournoment money. And i assume 18 took the movie and bought cloths with it, or even bought Marron cloths. Why they wouldnet wanna move out from Kamesenins place is beyond me tough.

The US cent/one cent piece is commonly called a penny. But officially there is no US penny. But in any case if you want to convert Zeni to Yen to US Cents then you might want to see what the exchange rate was when that happened in the Manga. Which I think was around 1994 and $1.00 was worth 98-111Y back then from what I found. Though oddly enough I could not find any info on the Zeni to Yen conversion for that time.
