Toriyama comment about battle powers determining winner?
Didn't he state power levels don't determine a characters strength?
I remember in a interview he stated this if he has can anyone post it here?

I do not know whether Toriyama stated this or not BUT
Power levels are definitely NOT an RPG statistic, showing your strength. Most likely scouters measure your KI pressure, so Androids for that matter, would probably have power level of 0, or be completely invisible for scouter, depending on how much they fit into what it's programmed to find or not.
On the other hand, characters with the highest ki pressure, can obviously allow himself on packing most powerful enegry blast, punch or take the most damage (Since they use Ki to amplify their physical strength and resistance)
All things considered, Power Levels do not 100% determine who is strongest, but they are pretty close to doing it. At least close enough to assume that charcter with a lot higher numbers should be fine against character with much lower numbers. But as seen in Sayan saga, and a bit in Namek saga, there are techniques that are less and more dangerous, Kienzan being an example of technique being able to overcome huge PL difference. Also keep in mind there are techniques that do use Genki instead of KI, Self Destruct or Tiens Tri-beam are much stronger than the owners KI and thus most likely power level.

This was the closest thing I could think of on the subject:
Why did you come up with the “scouter” item?
My number-one goal in coming up with it was because, if an opponent’s strength could be seen as a number, it would be very easy for the readers to understand when I put it in the comic. However, I could foresee that it’d be an inconvenience for me down the line, because if you knew a concrete number, then you could tell who would win or lose, so with regards to Goku & co., I decided that [their power] would change due to “Ki” and couldn’t be adequately measured.
In addition, it’s a very convenient item to create peril, since with enemies equipped with them, their location could become known, and they could be reported.

Given the title of the thread, the closest I can recall is this:
What is the key to winning in battle?
Toriyama: In battle, the most important thing is the size of your ki, and your control over it. Ki as a concept of course includes such spiritual powers as energy [genki], courage [yūki], and right-mindedness [shōki]11. No matter how much you train, there are limits to physical strength, and the only way to overcome that is through ki. I think Goku was able to approach the mightiest warriors in the universe through strengthening his ki.

PL do follow an RPG element. There were scans showing how much goku's stats went up from SSJ,SSJ2, and SSJ3 in terms of a point system and it was all unevenly distributed.
