Which villain is the biggest idiot?
Out of all the villains from DB - GT and the movies, which villain do you think fucked up the most and can be considered an idiot for doing so.

Perfect Cell. I know he has the genes of some of the smuggest and arrogant fighters in the universe in him but c'mon man. Actively trying to make Gohan and more angry, and by that process, more powerful, so he can probably kick your ass. What an idiot.

Oh and Ninja Murasaki is the biggest idiot. Goku didn't even take him remotely seriously... even Emperor Pilaf was more of a threat than him.

It's definitely Pure Boo, the borderline-mindless slaughter machine. His talent for combat comes from instinct, not intelligence.

Garlic Jr. is hands down the biggest dumbass in the series... by FAR. I don't need to explain why.
Now, if non-canon villains don't count, then Frieza is. First of all, Goku gave him enough energy to escape Namek. He could have sucked up his pride, trained or planned something else, and gotten his revenge later, but he opted to lash out at Goku, and basically got killed in the process. Then, he's resuscitated. But again, instead of training a little, he goes directly to Earth, resulting in his true death. Next, he's given a fucking THIRD chance at life, and instead of focusing on his organization and taking as much time as he can to prepare himself for revenge, he neglects his business and rushes the process. Finally, it is revealed he has astonishing powers after training, but because of his impatience and lack of fight knowledge, he is ultimately killed. Never mind the fact that he got "clocked" by Beerus in the past, which should have been enough incentive for him to train.

He was acting on his saiyan genes. Vegeta did the same thing with Semi-Perfect Cell. And Goku did the same thing before Frieza went 100%. They're blood knights. Becoming the ultimate life form and achieving perfection was Cell's purpose in life, not fighting. Man, you just reminded me of how I wish Freeza stayed alive for the entire series. After being defeated on Namek, he should have stayed in one of his planets being rebuilt into Mecha Freeza while his father comes to Earth for revenge. This wouldn't ruin Trunks' entrance and wouldn't ruin Freeza's character either. Then throughout the Cell and Boo arcs, we could have seen shots of Freeza training, of the rejuvenation chambers being upgraded, of his body getting regenerated and of him achieving his Golden Form and then finally we could have come to F with a properly built and developed storyline in advance instead of just "let's revive him!". Sorry for going off-topic, to make my post a lil' bit on-topic, I'll just say that while Freeza did make some stupid decisions here and there, I think that Kid Boo, being, y'know, close to brainless, and Cell are bigger idiots. Cell told Piccolo about himself and his plans without thinking he could regenerate or that help could arrive. He foolishly underestimated Tenshinhan and Vegeta, he didn't train for the Cell Games and, probably his most stupid decision, let Gohan power-up. Yes, I know it's something Goku and Vegeta would have done, but they're idiots too for allowing Freeza and Cell respectively to power-up in front of them instead of finishing the job.

DBZ - Frieza: While he does possess some strategic capabilities, like wiping out an entire planet crawling with fighters who can one day pose a threat to him, he's made some major mistakes that could have been avoided. He's probably had the biggest power advantage over the Z-Fighters out of any of the main villains, not to mention the most number of chances to get the job done.
On Namek, he spent too much time toying around with Goku, when the amount of power he had over the Saiyan was enough for him to crush him in a matter of seconds. He could have gone straight to full power and wiped him out of existence, the minute he began realizing his seemingly untouchable power was being rivaled to a degree far greater than he had envisioned. Even after being nearly destroyed by the Spirit Bomb, he takes his time trying to emotionally hurt Goku by taking out Krillin; without taking into consideration that the Saiyan may have other hidden attacks / techniques that may be brought out unexpectedly.
Despite knowing that Saiayns can grow their power, and knowing that he himself is a prodigy, he doesn't bother investing a minute of his time towards training after his father goes through the trouble of fixing him up. As a result, he blows his second chance, and is once again humiliated and destroyed.
Third time's the charm right? Despite not making the same mistake of not training, he once again lives up to his track record of rushing into things and underestimating his opponents. Not only did he prematurely attempt his revenge by not mastering his golden form, he again plays games by trying to coax Vegeta (who's shown a history of treachery) into finishing off Goku. Given how quickly Frieza gains power, it seems likely that just a bit more of a his time allocated towards training would likely would have secured his victory through the usage of his fully mastered golden form.
