Babidi's OTHER minion(s)
Okay, so we all know Pui Pui was on the first level of Babidi's ship, Yakon was on the second level, and Dabura was the most powerful of the M-foreheaded squad.
However... Babidi's ship had four of the "fighting stage" rooms, not just three. Which means there should be at least one more high-level fighter under Babidi's control left unaccounted for in what we see during the Buu saga -- presumably somebody between Yakon and Dabura in strength. Majin Vegeta served as the "level 4" fighter in the series, but who would've been between Yakon and Dabura had they not skipped straight to Dabura after seeing how easily Yakon was defeated? And could this mystery fighter have possibly survived and escaped?
Anyone know of any fan-characters or stories covering this sort of concept? The thought came to mind earlier and I was kind of surprised that I'd never actually seen anyone make a character to fill this gap even though basically every other "implied, but not shown" character you can think of (Goku's mom before Gine was revealed, Vegeta's mom, other Saiyan relatives, other possibly surviving Saiyans, past Super Saiyans, Androids numbering 1-7 or 9-12, etc...) has been done to death.

It's probably the other way around: when Babidi says to send Yakon out to Stage 2, Dabra is shocked and doesn't think they need to go so far. So presumably there's at least one other fighter between Pui Pui and Yakon's strength. Of course, on the flipside Babidi's pretty uneasy about Dabra going out to Stage 3, so they could have someone to slot between Yakon and Dabra too, but at any rate it's emphasized that Yakon would not normally be the guy they send out after Pui Pui. I don't know about fan fiction, but in the manga we do see one other henchman hand Babidi his energy meter, and in the anime we see a lot more similar-looking guys, all wearing the same sort of armor Pui Pui had on.

Ah, yeah -- I did remember the filler "legions of identical minions" scenes in the anime, but forgot that a similar generic minion did appear once(?) in the manga too.
Going by the manga only, maybe that guy who handed Babidi the energy meter could've been between Pui Pui and Yakon before Yakon was bumped up? Of course, Babidi having groups of lesser minions seems likely (even if you ignore the filler scenes in his ship, there were Spopovich and Yamu in that position already), so maybe not.

Whoever it was, they were likely trapped in containment like Yakon was and killed when Vegeta blew up the ship. I doubt they would have been able to sense what was going on around them.
An interesting concept for a fighter could've been a flawed creation of Babidi. Maybe he tried to recreate a Buu of his own but failed miserably, resulting in a creature that wasn't nearly as powerful but shared similar characteristics. It would have made for some cool foreshadowing at the very least but then again it also could spoil the surprise of Buu.

It honestly would be of no surprise if it was in fact the guy who handed Babidi the meter. In any case, whoever it was probably had an exceptionally trivial power level.
I mean how powerful can someone between two weaklings like Pui Pui and Yakon even be? Any one of the base Saiyans or Kaioshin would have easily been able to one-shot this mysterious fighter if it came down to it.
If there were truly a phenomenal warrior on board, they would have shown themselves to confront the Z-Fighters at one point or another.

Agreed with this.
