If you're referring to Elder Kaioshin's comment, he was talking about Super Buu, not Kid Buu.
Anyway the leading theories are:
- He meant Super Buu was move evil, not more powerful.
- Beerus used to be weaker than Super Buu but got a long stronger over the past 75 million years
- Elder Kaioshin was simply wrong
- Toriyama forgot about that comment entirely when he came up with this retcon.

75 million years is a loooong time (or going by manga only and ignoring the guidebooks, "15 generations of Kaioshin," however long that would actually be... potentially even longer than 75 million, considering that the young, inexperienced Kaioshin from the time Buu rampaged hasn't exactly changed much over the past few million years.)
Beerus might have only just recently become God of Destruction at that point ("we picked a new God of Destruction" seems like a logical occasion for all the gods to have their every-once-and-a-while meeting thing), and we know Whis trained him and that he still hasn't gotten to Whis' level of "moving without thinking" even after all that time... so yeah, there's definitely room for Beerus to have been a Buu-level fighter many millions of years ago and he just got much stronger since then.
And as previously said, he could've also just meant Buu was more evil than Beerus or more prone to randomly destroying everything (Beerus pretty much only destroys planets when somebody on that planet pisses him off, after all, while Buu's known for rampages across space where he randomly destroys every planet he ends up on.)
As far as the old Kaioshin just being wrong -- I suppose that's also a possibility, knowing that Beerus is capable of suppressing his power to very low levels relative to his max and doesn't really ever go anywhere near 100% unless someone pushes him that far. Maybe he just never saw more than a tiny fraction of what Beerus was capable of (even back then) and thought that was his maximum for some reason.

Don't you mean fat Boo? Pretty sure he says that a ways before Buu starts splitting up/absorbing people.Polyphase Avatron wrote:If you're referring to Elder Kaioshin's comment, he was talking about Super Buu, not Kid Buu

I thought it was during the Super Buu arc. I could be wrong.Herms wrote:Don't you mean fat Boo? Pretty sure he says that a ways before Buu starts splitting up/absorbing people.Polyphase Avatron wrote:If you're referring to Elder Kaioshin's comment, he was talking about Super Buu, not Kid Buu

Rou Kaioushin was released from the Z Sword well prior to Evil Buu first appearing, as he appeared and made the comment regarding the guy who had sealed him up in the chapter prior to Goten and Trunks even performing their first Fusion. When Evil Buu first formed, Gohan was already undergoing the "sitting" portion of Rou Kaioushin's power-up.Polyphase Avatron wrote: I thought it was during the Super Buu arc. I could be wrong.
As such, he could only be referring to Fat Buu.
