Is this a real Toriyama interview?

the problem is it is not confirmed whether the interview is genuine, it may be a fake.

[Quesion] It is possible that in the future other production companies want to implement the project on their own? (That is, buying the rights and doing a series on their own behalf?)

I think this is fake based on the fact that Toriyama never even bothers to talk about destructive capacity and it contradicts the powerscale and feats of the anime.

So is this really Toriyama? Or another fake interview ,because I've never seen this before.

Oh man ... people still trying to lie about the fact that Toriyama-san respects the work of others so much that - in actual stuff released - he even said stuff like the team knowing for about the franchise than him. Which should also show that he does not dismiss stuff.

It has Toriyama acknowledging GT as a legit continuation of his work. Of course it's fake.

The interview was translated first in Italian from the Japanese:

"[Dom] Anche in passato aveva assicurato la fine di Dragon Ball, e poi è nato Dragon Ball GT.
[Tori] È vero, Dragon Ball GT è stato un progetto voluto fortemente dalle case di produzione più che da me personalmente, infatti ho collaborato alla realizzazione in maniera marginale.

Question: Non è possibile quindi che in futuro altre case di produzione vogliano realizzare il progetto in maniera autonoma? (Cioè comprando i diritti e facendo una serie per proprio conto?)

"No, perché non ho intenzione di fare in modo che succeda, Con DBGT l'evoluzione dei Sayan è arrivata ai massimi livelli, ora sono in grado di distruggere una intera galassia. Fare un altra serie vorrebbe dire ambientarla nel passato visto che più di quello che è già stato fatto non si potrebbe onestamente più fare."

So, This is what I get from the interview, Real or not: Toriyama says: "GT is a project strongly wanted by the production companies more than myself personally. In fact, my collaborations were minimal."
When asked about the possibility for other companies to make a project on their own, he responds: "No, because I don't have the intention to behave in a manner that would allow that to happen. The Saiyans have arrived to the maximum levels and now they're capable of destroying a whole galaxy. Making another series/show would mean that it has to be set in the past and honestly you can't do more from what was already done."

If this interview is real, I can see now why Super is taking place Pre-GT.

Here, I found a better quality picture of the magazine, all we need is a proper Japanese speaker or something, just to double check if the cover says anything about a Toriyama Interview.
