Maybe he was just Super Saiyan too in Toei's retelling of the Movie 15, I think.
Gohan shouldn't be able to go ssj anymore per mystic gohan. In BOG he was mystic, only a few months/years passed from that movie to ROF so him using ssj does not make sense

And there is no lighting aura shown in your second and third example of what SSJ2 Gohan supposedly looks like. My point is that what SSJ Gohan and SSJ2 Gohan looks like has always been complicated as Toei on a few occasions have never put in the effort to distinguish any aesthetic difference from SSJ Gohan to SSJ2 Gohan.

Gohan's hairstyle makes it more difficult to discern which form he's in period. I prefer his Cell Games style because it appeared to be going for more of a "Goku" vibe with the horizontally faced spikes. Plus his SSJ2 form was easy to recognise since it was such a dramatic change from his SSJ1 state.

I think he was a SSJ2 on Kaioshin's planet, because when he powers up to release the Z-Sword, they're some flickers of electricity in his aura.
Electricity appears even when Bardock and Vegeto turn Super Saiyan... Judging by the anime is not your best option (although the electricity appear in the manga for Vegeto, but we know the truth ), you should check the manga. And in the manga, there isn't any electricity present.
Oh lord this is confusing, but even though electricity was applied to SSJ1 in some instances like Vegito like mentioned above, I think in this day in age Toei applies electricity to everything SSJ2 such as the recent Goku SSJ2. I think it's safe to say he was SSJ in RoF, and him being weaker now and not having his mystic form these days probably helps back that up.

I just started myself and I can say its really worth it. My issue has been I insist on buying all the chapters in physical form so I'm only on the third Shonen Jump/Viz volume.
The anime definitely leaves some things to be desired in terms of understanding the intended story fully.

I've started as well. Watched the anime all the way through for the first time 15 years ago and am just now getting to reading the manga. Just finished Piccolo, Jr. fight. I'm pissed that there's no completely uncensored version in English, so I've bought them all, but I'm ripping unedited versions of the chapters that have edits. Also, Viz's translation is sketchy at best at some points....
On topic: Gohan has always had his SSJ/2 look change with his hairstyle, and it's always been difficult to tell them apart (at least since the Boo arc). Electricity is usually the biggest clue (though not gospel) since toei usesuses inconsistent colors and lines for his ssj/2 hair.

I thought I had read Gohan went SSJ2 against Dabura. But I guess I'm wrong

If I'm not mistaken, Daizenshuu 7 says Gohan fought Dabura as Super Saiyan 2. But as far as we know, Toriyama never forgot to add lightnings whenever Super Saiyan 2 was being used, mainly when the character was still. If you see the whole fight of Gohan and Dabura in the manga, you won't see any lightnings around him, so he was using just the Super Saiyan form.
