Poland had something similar, in a far more well-known example. DB, DBZ, and part of DBGT did a voice-over of the French dub, while the other part of DBGT and the first 98 episodes of DBZKai did a voice-over of the original Japanese.
Surprisingly, DBZ Movies 12-13 got a proper Polish dub, and DB Super is currently receiving a proper Polish dub.

Ocean Kai for English dubs?
Obviously its never been released, but we know it exists and episodes 1-98 have been complete for about 5 years.

There were a couple of variations of how TFC was translated.
Galego: "The Last Episodes"
Catalán: "The Final Chapters"
Brazilian-Portuguese: "Final Episodes" / "Final Chapters" (used a couple of times)
Mexican-Spanish: "The Final Chapters"
English" "The Final Chapters"
French "The Final Chapters"
There's also Kai TFC in Polish and German but have yet to check those dubs out.

Yeah, a lektor = reader / narrator / voice-over but that's pretty rare these days, although I'd say Russia still does it too.

There's evidence that there was a DBZ episode dubbed in Hindi with the Ocean Dub music. What's that about? How many were made?

Yep. There was a dub in Hindi that used the edited Funi dub as its base. The first 53 episodes used the Saban score. The episodes after that were Kikuchi rather than Faulconer, but additional Kikuchi tracks were added to get rid of the silence.
Apparently, Kai 1.0 was also dubbed in Hindi, but I haven't found any clips of it so far, and while I'm willing to bet the Funi dub was used as its base, I'm not sure if it was the uncut or the edited Funi dub.
What I do know is that the Hindi dub also covered all thirteen Z movies. 1 and 2 had Kikuchi for the obvious reason of being sourced from the Pioneer dub. Movie 3 was based off the Saban dub. 4-13 appear to be based off the Funi dub, but keep the Kikuchi music. A couple of things about the Hebrew dub:
DBZ 1-291, GT 1-64, Super 1-104 (Possibly more??), DB movies 1-4, DBZ movies 1-13, Bardock, Future Gohan specials and legacy of Heroes
DB never aired because its was considered "inappropriate" (Z was aired of a children channel)
It used to original Japanese ost

Gohan is referred to as "Gohan Chan" in most of the series because of translation error
Vegeta got mistranslated as "Makita", and his voice actor got angry about this so he made him sounds like an "angry Moroccan" (It's a real thing he said in an interview )
Guru is referred to as a female for some reason??

Also, yes the DBZ×OP×Toriko special was dubbed and aired on Cartoon Korea in 2016 as well. I think Taiwan may have gotten the special dubbed as well, but don't quote me on that.

Just checked out quickly the Vietnamese dub of Dragon Ball Kai and it had some interesting changes, and general info worth knowing (if ya want, course).
1) They use a custom made Kai logo in their language.
2) Custom-made Dragon Soul video opening.
3) Ending plays Yeah Care Break but the video footage is Dragon Soul.
4) NEP plays before the ending.
5) Kikuchi score.
The Viet dubbed Dragon Soul song sounds pretty dope.

Hey guys, I just wanted to give you an update and let you know that my International dubs spreadsheet got vandalized a few days ago, with someone deleting a ton of information and adding silly pictures everywhere. I reverted everything back to the way it should be, but unfortunately, from now on all users are going to have to send me a request to edit the spreadsheet to prevent this sort of thing from happening again (it already happened to me with another similar project I was doing, but I didn’t want to have to do it with this one so it would be easy for you guys to go in and make quick edits without having to login and all that bs - but sadly I have to resort to this so all of our hard work doesn’t get ruined).
Anyways, sorry for the hassle, and thanks again for helping me with the project and/or checking it out. You guys rock!
