Characters that can't wished back to life by the Dragon Balls

I was wondering, who can't be wish back to life with the Dragon Ball so far? My guess would be:

Bibidi - Been dead for millions of years, his soul has most likely been reincarnated.
Chilled - I know Episode of Bardock is view as a what-if scenario, but Chilled has been dead for centuries. I think his soul has been reincarnated by now
Future Goku - Died from natural causes
Piccolo Daimao - Been reincarnated as Piccolo
Majin Buu (Not Fat Buu) - Been reincarnated as Uub

The Kaioshin that were absorbed by Boo however many millions of years ago.
Janemba, since he doesn't have his own body to begin with. But maybe he'd just re-posses that loser working at the Spirit Cleanser.

I'm sure that they could wish him back if they wanted to, but it wouldn't be wishing him "back to life", since he was never considered to be alive by Shenlong.

West and North Kaioshin: killed by Buu millions of years ago, nowhere to be seen in the Afterlife.

South and Grand Kaioshin: effectively integrated completely into Buu's body to form Mr. Buu.

Super Buu: his mind was the result of a weird fusion between Mr. Buu and Pure Buu. Since the former is still alive and the latter reincarnated as Uub, he can never be formed again or wished back, ever.

Guru: died of natural causes.

Nail and Kami: like the two Kaioshin, were absorbed and integrated to the extent that they no longer exist.

West and North Kaioshin died and most likely stood back up with a body a halo on their head, just like how Elder Kai kept his body and just had a halo on his head when he gave his life to Goku. Both West and North Kaioshin would have had a round 2 with Kid Buu. They would have gotten killed again and turned into nothing. That's the warning Goku gave to Vegeta (who was dead, had a body and a halo) if Vegeta died again against Kid Buu. North and West Kaioshin no longer exist, not even their souls

What about the Nameks that Vegeta killed? Isn't it too late to wish them back to life as its now been a good 10+ years since that event on Namek?

Or is there no time limit on deaths anymore? I don't remember.

You can't wish back a group of people with Earth's Dragon Balls (pre-Dende) if they've been dead for more than a year, that's the only boundary that was ever set.

Technically, since Bibidi and Babidi are actually the same person, his soul has only been dead for a few years so he probably could be brought back if someone actually wished for it. Though, he might very well consider himself Babidi fully now since he's lived as Babidi for millions of years since Bibidi's death.

Since all of Bibidi's magic was split in the fission and then returned to Babidi, I would imagine they would have to be. Sure, there is freedom of thought and action, and in many other franchises that could signify a different person, but in this case, it's improbable that they do not share a soul. The mechanics are no real different than the multi-form technique from what we know, simply it's based around magic and not ki.

Krillin wasn't revived when Popo conjured Shenron despite having been killed by Freeza. Another of the limitations for the Earth's Dragon Balls are that they can't revive the same person twice. King Kai mentions this to Goku as he's about to leave to go fight the Saiyans and Gohan also alludes to this when he mentally notes about the impossibility of everyone, except Trunks, not being revivable for Shenron if they're killed by the Cell Jrs -- not that his assumptions are accurate. Only Krillin, Goku, and Vegeta have been revived by Shenron; this leaves Piccolo, Yamcha, Tenshinhan, and Trunks who are still viable for resurrection if they were to be killed.

As for the question -- I suspect most of the various antagonists who have been killed by the group would have already been reincarnated. So they can't be revived. The same applies to Future Vegeta. #19 is a fully mechanical cyborg so he couldn't be "revived", technically.

I don't quite understand what the disparity means. Revival is revival. Surely there must be some people who couldn't be revived by Shenron again, en masse, whom we don't know of. It would otherwise constitute as a very huge loophole in the wishing process. Vegeta's lack of revival alongside the people who were killed at the tournament stadium in the Buu arc, despite his moral epiphany and self-sacrifice sometime later, are indications of this stipulation encompassing mass revivals as well.
