Toriyama considers Puar male, but different localizations have Puar as either gender. That said, if you're a shapeshifter, and you're comfortable enough, well gender doesn't matter anymore.

Haven't you heard? The DBZ Wiki is pretty unreliable. Toriyama says Puar is male But at the same time, Puar is considered female in the english dub, so yeah the voice.

There's no limitation on how much time Puar can shapeshift for. That only applies to Oolong because he didn't graduate from shapeshifting academy.
