DISCLAIMER
I am not trying to promote this kind of broadcast. I am just trying to document all the unofficial broadcasts of the Dragon Ball animated media worldwide.
Algeria
KBC
Date: 2018
Series: Dragon Ball Super
KBC aired Dragon Ball Super using in-house edited material (French dub audio synchronized to a French fansub of the original Japanese version)
Argentina
Canal 8 San Juan
Date:2023
Series: Dragon Ball Z
Canal 8 San Juan, one of America TV's several provincial affiliate stations, has been airing Dragon Ball Z using in-house edited material (Latin Spanish dub audio synchronized to an English fansub of the original Japanese version)
Canal Santa Fe
Date: 2019-2020
Series: OG Dragon Ball
Canal Santa Fe from the Santa Fe province aired the OG Dragon Ball anime series using material downloaded from internet.
GEN TV
Date: 202x-2023
Series: Dragon Ball Z, Dragon Ball Super
TDA (Free Argentinian Digital Television) channel GEN TV aired the Latin Spanish dub of both Dragon Ball & Dragon Ball Super using material downloaded from fan pages.
As of June 2023, GEN TV was pulled from the TDA list of channels but not because of the aforementioned unofficial broadcasts but due to the unpaid rent of the broadcasting frequency and lack of commercial advertising.
NEOKIDS
Date: 2023-present
Series: OG Dragon Ball
NEOKIDS, another TDA Channel but exclusive to some areas, has been airing the OG Dragon Ball anime series using fan-edited material (Latin Spanish dub audio synchronized to the original Japanese video masters)
Colombia
Canal 1
Date: 20xx-2022
Series: Dragon Ball GT
Canal 1 aired Dragon Ball GT using material downloaded from a fan page.

Albania for sure.
And Kurdish dub seems to be illegal as well.

English fansub?!? English fansubs of the DBZ series outside of maybe Anime Labs (for the lulz) and for alternate lines not contained in the Funi DBox have relevance in 2023? The hell?
Also, bold of Argentina to do bootleg broadcasts of DBZ when Adult Swim Latin America is about to launch with DBZ as a launch show on the Toonami block.
Also are these real?

Here's a pic from the Canal 8 San Juan broadcast:
Unfortunately, Argentinian Digital Television doesn't have the same regulations as the cable and satellite. So yeah, TDA is home for pirate broadcasters. Those broadcasters can air as long as they pay their broadcast frequency and have advertising.
Sometimes, in unofficial broadcasts, the stations replace the official openings and endings with covers and fandubs. And this, indeed, is one of these cases.

AnimeHQ aren't fansubs, they're XviD encodes made from the funimation DVD singles, they just changed the font on the subs and added their own branding. They're also from well over a decade ago, pre 2010, so kind of odd to see them being used so recently.

Also Etc.... TV in Chile broadcasted episodes 182 and 200 with an internet version, it was especially noticeable because Etc... used their legitimate copies of the Cloverway master but for those episodes, they lost the master, so they used a pirated version of the Orange Bricks synchronized with the Latin American dub.
