Kiwi Island is a fictional location that appears in the Dragon Ball franchise (specifically featured in the Jaco the Galactic Patrolman prequel series), acting as the launch base location for the rocket ship Twinkle 8.
General Overview

The Space Agency (宇宙局 Uchū-kyoku) plans to launch the Twinkle 8 rocket into space from Kiwi Island with pop singer An Azuki (actually Tights in disguise) aboard to raise funds and gain popularity.[1]
At first only seen via television broadcasts, Tights mentions Kiwi Island by name, inquiring about its distance from Ōmori Tokunoshin's research island (roughly two hours by motorboat), because she is scheduled to be on board for launch as a body-double for An Azuki.[2] Tights boards the ship with captain Okawari Manpuku[2], but Jaco sees the launch malfunction from the research island. As the ship begins to fall back down toward East City, Jaco and Ōmori use the time machine and Jaco's ship to race toward Kiwi Island on a rescue mission.[3]
Later on, having inadvertently distracted Jaco from noticing a certain Saiyan child's space pod landing on Earth, Tights mentions that the bags and boat she borrowed from Ōmori are still on Kiwi Island, and the trio of new friends head there in Jaco's spaceship.[4]
Name

Kiwi Island's name is written in kanji as 木初島 with furigana indicating a pronunciation of Kiui-tō...
The location's name is adapted in Viz's English translation of the Jaco the Galactic Patrolman manga as "Kiwi Island" directly.
