From what I had seen/ read, I do believe that Mr. Popo is a genie-like being. He also appears to be the assistant to both Kami-sama and Dende.

Always saw his colouring as a colour choice, not as an offensive stereotype.

I personally believe that it was swept under the rug a bit too soon. It would've been nice it was used maybe once or twice again until Super Saiyan was used full-time.

I consider it canon, although there are a couple things that doesn't let it mesh too well, I can let it slide.
