I have to imagine that, with how lore focused this has been, Piccolo's status as a reincarnation is kept in mind, with Piccolo Daimao not actually being his father.

The issue is that it disrupts the progression the story went in.

Not really. Stamina is relative. Dragon Ball has a history of having characters max out to gain an advantage and battles are so fast that regular humans can't even perceive them without sensing it.

Before Toriyama retconned Goku's age, he said he was 14 at the start of the manga and Blooma is 16. So it was a 2 year age gap that turned into a 4 year age gap.

The reason it probably didn't happen regardless was because Toriyama doubled down many times over on Blooma being character flawed ...

Honestly, they really need to do something with Oob to justify him if they go beyond Z. He was the ending to the original manga. GT dropped the ball on him.

I think we can agree that Goku staying dead at the end of the Cell arc added complexity to his character via his multiple reasons for doing so. It began his desire to build the next generation, and his fear of attracting more enemies to earth as well as emphasizing his desire to fight strong ...

Was there ever an explanation given for why Goku couldn't just go SSJ4 and use instant transmission to get out of hell? We know that when he's alive he can teleport in and out of the afterlife because he does it the entire Buu arc.

Stronger just because base Goku is stronger. However, we know SSJ was too much for him. So SSJ2, SSJ3, SSJG, SSJGSSJ, and UI are likely still well over his level.

Also it's worth noting, Oob may be powerful, he's not very well trained, so that was a factor in his fight with Goku,
