1) Its enough for Beerus to stomp Goku, but, it seems like Goku is really close to Beerus' power. Something that Tori said he had no intention of doing so for some time now.

It's possible he might return. There is an interview/spoiler saying we will be seeing a character from the future who we are familiar with. Everyone assumes it will be future Trunks but it could be Cell (he is also from the future).
But how can he come back? All versions of Cell are destroyed ...

The way I see power levels: (With explanations)

1. Whis/Vados : We can't determine which of the two is stronger as we haven't seen there full power yet, however, being that Whis and Vados trained Beerus and Champa, we can assume that they are stronger than Beerus and Champa.

If Hit was able to improve mid fight with Goku simply because Goku outmatched him, does that mean he could potentially become stronger than Beerus, Champa, Whis, and Vados? Well maybe not Whis and Vados. Interesting concept that was brought up in Ep. 39
