Mandarake in Nakano, Tokyo is very good. You can pick up kanzenban and tankoubon for very cheap, and even find most of the Dragon Boxes. Then they've got all sorts of figures, including those One Piece X DB and DB Creatures figures. Lot's of cool stuff. And some creepy stuff too...
