The masters FUNi got of GT, along with the original DB are Digi-beta tapes instead of the film masters they got for DBZ. That's why the DVD remasters we DID get of those properties fared better than FUNi's ...

My understanding is that it's web only for now. The chapters were honestly a surprise, they hit before Viz announced anything. Probably just hasn't trickled down to their other platforms yet.
