What would you have done with the sreies? While DB is a great series, there are obvioulsy nit-picks that exist for each person that can really irk one's view of the sreries. So imagine if you were Toriyama and you had complete creative control over the manga, no fan-pressure, no editorial death ...

Coola and Freeza in there final forms didn't really look similar at all, Coola had more of an exoskeleton like form, Freeza just looked kinda like a stereotypical Alien with a Tail and more facial features.
I think he ment their "real" forms, since's C ooler's final form is just a power-up styled ...
