In Dragon Ball Z, this happens at the beginning of episodes 79 (2nd form Frieza), 161 (Perfect Cell) and 246 (Super Saiyan 3 Goku).

This must be some kind of leitmotif, I guess...

I know for sure that they have been dubbed in Latin America including Brazil and a few ones in Greece in episodes that were based on the Latin American dubbing. I know that Funimation also had Previews but they were not the ones from the original Japanese version.
